The Naval Air Systems Command (NAVAIR) intends to negotiate and award a sole source, Firm Fixed Price (FFP) contract with Northrop Grumman Systems Corporation (NGSC), Linthicum Heights, MD, for the procurement of EA-18G Airborne Electronic Attack (AEA) System Enhancements (ASE) B-Kits and Low Band Dedicated Receivers (LBDRs) to support United States Navy (USN) requirements. This procurement will include a base plus options for the production, engineering support, technical support, associated part kits, and delivery of B-kits for Weapons Replaceable Assemblies (WRA) 7s, B-Kits for WRA-8s and LBDRs. The total estimated quantity of B-kits for WRA-7s is 28 (10 in the base and 18 in the options). The total estimated quantity of B-kits for WRA-8s is 28 (10 in the base and 18 in the options). The total estimated quantity for LBDRs is 61 (24 in the base and 37 in the options).
This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements.” As the incumbent contractor for the AEA ASE B-Kits and LBDRs, only NGSC has the manufacturing knowledge, experience, and technical data required to fulfill this requirement within the time required.
