Brevard County Purchasing Services, on behalf of the Natural Resources Department, is soliciting bids from qualified contractors for the creation of an artificial patch reef. The contractor will be responsible for the trucking of donated re-use concrete materials, loading, offshore transportation, and deployment of at least 340 tons of clean concrete material at the designated location within the Brevard County Artificial Reef Site #2 permitted area, 15.5 nautical miles east of Port Canaveral, Florida at a depth of 80 feet in the Atlantic Ocean. Bid will be awarded based on lowest cost per ton for the minimum of 340 tons of material. Contractor or subcontractor must be either licensed as a Marine Contractor or have an acceptable level of qualifications and experience. See attached information sheet regarding the Surface Water Protection Ordinance. For marine construction, prime bidder or approved subcontractor must meet the requirements of the attached information sheet and the Pre-Qualification requirements of the bid. RESPONDENT QUALIFICATIONS Respondents must meet the following minimum qualifications by including a response to each item below at the time of submitting a proposal: a. Must be on file with the Department of State in accordance with provision of Chapter 607, Florida Statutes (check the State of Florida Secretary of State website); b. Must not be on the federal debarment list; c. Must not be in the state debarment list;
