Synopsis:  This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 "Synopses of Proposed Contract Actions."

The statutory authority for this non-competitive acquisition is FAR 13.106-1(b)(1)(i) Soliciting from a Single Source. For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonable available. 

The U.S. Army Corps of Engineers, Portland District and the Bonneville Power Administration are jointly responsible for compliance with Section 106 of the National Historic Preservation Act under the terms of the 2009 System wide Programmatic Agreement for management of Historic Properties affected by operation and maintenance of the Federal Columbia River Power System. The Portland District has the responsibility under Federal law to preserve for

future use certain collections of archeological artifacts, specimens, and associated records. The Portland District requires curatorial services from a Contractor located in the State of Washington to carry out this responsibility. The Contractor shall be able to provide for the professional care and management of the collection and property held in trust and perform all work necessary to protect the collection in accordance with the regulation 36 CFR part 79 for the Curation of Federally-Owned and Administered Archeological Collections. A responsible source must: be located in the State of Washington, able to perform all work necessary to protect the Collection in accordance with the regulation 36 CFR part 79 for the Curation of Federally- Owned and Administered Archeological Collections, and have assigned personnel who are qualified museum professionals and whose expertise is appropriate to the nature and content of the collection.

The Government intends to solicit this action on or about 11 Jan 2021 for a base period and four option years. The NAICS code is 712110 – Museums. The size standard as defined by the U.S. Small Business Administration is $30,000,000.00.

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. All responsible sources may submit a capability statement to the contracting officer before the notice end date. If no affirmative written responses are received, a solicitation and award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. The U.S. Army Corps of Engineers is not responsible for any costs incurred by responding to this notice.
