The City of Columbus, Department of Finance and Management, (the City) desires to acquire and implement a web-based, federal grants reporting software tool from a vendor. Specifically, the City seeks a commercial off-the-shelf (COTS) software tool that will provide automated monitoring and reporting of its Emergency Rental Assistance Program (ERAP) and State and Local Fiscal Recovery Fund (SLFRF) Program as provided for in the American Rescue Plan Act of 2021 (ARPA). The City is issuing this Request for Proposal to procure the referenced web-based technology and associated professional implementation services. The City's intention is to enter into a contract with a vendor who is capable of providing software that captures programmatic and compliance data from its network of sub-recipients and summarizes this data for eventual reporting to the U.S. Treasury. This document outlines the requirements for the functionality of the new software, which is hereinafter referred to as software or system. The software solution must include such functionalities as, but are not limited to, the following: the capability of gathering both Output Measures (what was produced or services delivered) and Outcome Measures (the impact of the project and progress towards project goals) from sub-recipients. Required Performance Indicators will include (but is not limited to) demographic data in the following project areas: Household Assistance and Housing Support, Negative Economic Impacts, Education Assistance, and Healthy Childhood Environments. The software solution must also have the ability to compile or “roll up” data across a network of sub-recipients for purposes of reporting such summarized data to the U.S. Treasury. The vendor will provide a completely hosted solution in order to keep the system fully functional throughout its expected life span (of at least three years).
