This is a Pre-Solicitation notice and is not a Request for Proposal (RFP). A solicitation is not being issued at this time and this notice shall be not be construed as a commitment by the Government to issue a solicitation, nor does it restrict the Government to a particular acquisition approach.
The requirement is for non-personal services to maintain and repair land mobile radio equipment for Government-Owned Land Mobile Radio (LMR) Equipment. The LMR repair and services for Government-Owned equipment encompasses the Directorates of Emergency Services (DES), Fire Protection Services (FPS), 9th Military Police (MP) Detachment, Protective Services Detachments (PSD) from HQ USAREUR, Africa Command (AFRICOM), National Atlantic Treaty Organization (NATO) Brussels and the Strategic Air Command (SACEUR). Services for (LMR) equipment at U.S. Army Installations in Germany, Italy, Belgium, Bulgaria, Romania, the Balkans and The Netherlands.
Interested parties are requested to submit a statement of capability, not to exceed three (3) pages, outlining past work that is related to this requirement as stated above. The statement of capability shall include:
I. Contractor Information
a. Point of Contact (POC) - Name, email address and phone number
b. CAGE code and DUNS
II. Description of Relevant Contract Experience (Government and Commercial)
a. Contract number
b. Description of the requirement
c. POC for the requiring activity and contact information
The current contract, W912CM-09-C-0050, expires 29 March 2013. The Government intends to award a Firm Fixed Price contract for base plus four option periods. Projected milestones are as follows:
Solicitation Release Date: 1/14/2013
Proposals Due Date: 2/18/2013
Award Date: 3/11/2013
Contract Performance Start Date: 3/30/2013
Please note these dates are subject to change. Additional information regarding the acquisition will be forthcoming as such information is developed. Any information provided by industry to the Government is strictly voluntary. Responses will not be returned. No entitlements to payment of direct or indirect costs or charges to the Government will arise as a result of contractor submission of responses, or the Government's use of such information. The information obtained from industries responses to this notice may be used in the development of an acquisition strategy and future RFP.
