This is a presolicitation notice for the acquisition of Army Direct Care Medical Services (ADCMS Generation III) Healthcare Providers (HCPs) for locations in Europe for the Regional Health Command Europe, Installation Management Command Directorate-Europe, and the United States Air Forces in Europe (USAFE). The contractor shall furnish supervision and labor to perform all services contemplated under this contract. The place of performance: Army: Landstuhl Regional Medical Center (LRMC), U.S. Army Medical Activity, Bavaria (MEDDAC-B) and all supported outlying U.S. Army Health Centers throughout Germany, Belgium, and Vicenza, Italy.
USAFE: Lakenheath Air Base, United Kingdom; Ramstein, Geilenkirchen, and Spangdahlem Air Bases, Germany. The contractor shall provide the following Full-Time Equivalent (FTE) providers:
For LRMC, Germany: (4) Video Network Systems Manager, (4) Video Network Coordinator, (1) Optometrist, (1) Optometry Technician, (3) Part-Time Equivalent (PTE) Physician Assistants, and (1) Anesthesiologist.
For MEDDAC-B, Germany: (3) PTE Physician Assistant
For IMCOM-E, Germany: (1) Home Visitor (HV) Project Manager and (18) Home Visitor providers.
For Lakenheath, United Kingdom: (1) Registered Nurse - OR, (4) Registered Nurse - OB/GYN, (1) Women's Health Nurse Practitioner, (1) Anesthesiologist - Pain Management, (2) Pharmacy Technician, (1) International Board Certified Lactation Consultant, (2) Physician Assistant, (2) Medical Case Manager, (1) LPN - Internal Medicine, (1) LPN - Pain Management , (1) LPN - Referral Management, (1) LPN - Pediatrics, (1) LPN - OB GYN, (1) LPN - Family Health, (2) Referral Management Clerk, (1) Medical Admin Technician, (1) Surgery Technician, (2) Physical Therapists, (1) Physical Evaluation Board Liaison Officer, (1) Pharmacist, (1) Physician - ER, and (1) Family Services Coordinator.

The anticipated performance period will be a twelve-month base year with four twelve-month option periods. This acquisition will be solicited as an unrestricted, full and open competition basis via release of a Request for Proposal. A source selection will be conducted using FAR Part 15.101-2, Lowest Price Technically Acceptable (LPTA) procedures. The ensuing contract will be a personal and non-personal service contract. A single Indefinite Delivery/Indefinite Quantity type contract with firm fixed price hourly rates will be awarded as a result of this solicitation. Estimated Request for Proposal Issue to be released in November 28, 2017. Estimated Proposal Closing Date will be January 10, 2018. This will be an electronic solicitation release.
