This project consists of street improvements on Armstrong Avenue from Barstow Avenue to Bullard Avenue, approximately ±0.5mi. Construction shall include full street reconstruction, grinding, asphalt concrete paving, ADA concrete improvements, adjustment of existing manholes, water valves, utility boxes, and vaults to finish grade, installation of new traffic signal loop detectors, new traffic signal cable and new loop amplifiers within the existing traffic signal controller cabinet, removal and replacement of existing traffic signal loops, existing traffic markings and signs to current MUTCD standards. Bids must be filed with the City Clerk at the Clovis Civic Center prior to 2:00 p.m., Tuesday, June 4, 2019, at which time the City Clerk will open said bids. Bids shall be submitted in sealed envelopes and marked: Bid Proposal: Armstrong Avenue Street Reconstruction Bidders are advised that, as required by federal law, the City of Clovis is implementing new Disadvantaged Business Enterprise requirements for Disadvantaged Business Enterprises (DBE). Section 2, "Proposal Requirements and Conditions," under subsection titled "Disadvantaged Business Enterprises (DBE)" and Section 5, "General," under subsection titled "Performance of Subcontractors" of these special provisions cover the DBE requirements. The DBE Contract goal is eleven percent (11%). The Agency may consider the DBE commitments of the 2nd and 3rd bidders when determining whether the low bidder made good faith efforts to meet the DBE goal. This project is subject to “Buy America” requirements of the Surface Transportation Assistance Act of 1982 (Section 165), and the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) Sections 1041(a) and 1048(a), Title 23 CFR 635.410, and the regulations adopted pursuant thereto. This project is also subject to the Cargo Preference Act (CPA) implementing regulations in Title 46 CFR 381, “Cargo Preference – U.S.-Flag Vessels”, for all Federal-aid projects. The contractor shall adhere to the following construction dates and adjust their bids accordingly: Should the contractor choose to begin construction prior to July 4, 2019, construction activity shall be limited to saw-cutting only. Pedestrian accessibility shall be maintained throughout the job site and traffic control shall be removed on July 4, 2019. All concrete removal shall commence after July 4, 2019. All street work shall commence after July 4, 2019.This project shall be completed prior to August 19, 2019 . Liquidated damages shall accrue for each calendar day past this date per the Construction Specifications, Subsection 96-04.1 Liquidated Damages.
