Mission Contracting Command, Fort Gordon, Georgia intends to negotiate / award a sole-source contract with NicheVision Forensics, LLC to provide ArmedXpert Software Seat Licenses and Annual Support and Upgrades for the specialized lighting system designed specifically fore the Leica Ballistics Comparison Microscope that we have on hand. The authority for this non-competitive award is 10 USC 2304(c)(1) Simplified Acquisition Procedures in FAR part 13 and Commercial procedures in FAR part 12. THIS NOTICE IS NOT A REQUEST FOR COMPETITVE PROPOSALS and a solicitation will not be issued. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. If no affirmative written responses are received by 8:00 a.m. on 10 January 2019, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within discretion of the government.
