Armament Tester Supportability and Feasibility Analysis (Technical Study)CAUTION:
This updated Sources Sought Synopsis (SSS) is being conducted for the purpose of identifying potential sources that possess the expertise, capabilities, and experience to meet the requirements of obtaining information relative to an upcoming procurement action in the Automatic Test Systems Division at Robins AFB, GA. Several of the questions in the updated survey have been revised in the hope of better defining the requirement. Contractors/Institutions responding to this Sources Sought Synopsis (SSS) are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The Government will not reimburse participants for any expenses associated with their participation in this

The Government is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to perform a technical analysis and feasibility study of the existing testers shown below for a future sustainment strategy.

The tasks include:
Phase I: Logistical Supportability Analysis Tasks
•a. Task I: Supportability - The Contractor shall perform research to determine the baseline of the existing legacy testers' supportability posture, to include Reliability and Maintainability, Diminishing Manufacturing Sources Material Shortages (DMSMS), and Part Obsolescence. The Contractor shall determine what actions would be required to maintain the legacy testers over the next 45 years.
•b. Task II: Technology Assessment - The Contractor shall thoroughly review the technical requirements for the legacy testers and identify areas for improvement for the performance, maintainability, manufacturability, maintenance and sustainability of the test capability of the legacy testers. The Contractor shall identify and suggest improvements with the legacy testers that would improve or enhance the tester(s). The Contractor shall develop a report identifying tradeoffs and justifications for each technological improvement area.
•c. Task III: Feasibility - The Contractor shall perform research to determine the feasibility of combining the fourteen (14) existing aircraft testers or performing another sustainment strategy, including TPSs in support of legacy aircraft platforms (A-10, F-15, F-16, and F-22).
•d. Task IV: Analysis of Alternatives (AoA) - develop an Economic Analysis to ensure the most cost effective solution, including the legacy testers, family of testers and a combined tester. At a minimum, the analysis should include:
• i. Upgrade and Maintain Legacy Testers
• ii. Re-host all Test Program Set on Existing Tester/Family of Testers
• iii. Develop New Tester - Consolidate all Testers
• iv. Develop Two Common Testers: Consolidate A-10 Testers AND Consolidate F-15, F-16, F-22, MQ-9 Testers
• v. Develop One A-10 Common Tester (Consolidate A-10 testers) AND Maintain Legacy Testers (F-15, F-16, F-22, and MQ-9)
• vi. Develop Other Fighter Common Tester (Consolidate F-15, F-16, F-22, and MQ-9) AND Maintain A-10 Legacy Testers
• vii. Develop a System Wrap Around Tester (Consolidate all legacy Flightline testers)
Phase II: Technical Tasks/Requirement Analysis
•e. Task V: Technical Report- The Contractor shall perform an engineering technical investigation and analysis to determine the system requirements for functional and diagnostic testing of armament test equipment and the Unit Under Test (UUT) armament systems on F-15, F-16, A-10, MQ-9, and F-22 aircraft and armament test equipment. A Capabilities based assessment will be performed. Identification of signals, inputs, and outputs, and other technical data shall be performed, and a Requirement Correlation Matrix (RCM). This will include, at minimum, identifying power requirements, input and output signal information, and other necessary data of the Unit Under Test (UUT) and interact with aircraft or UUT Managers to identify requirements.
