Synopsis/Solicitation N00178-16-T-0083 is issued as a Request for Quotation (RFQ).  The synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation.

This requirement is not set-aside for small business.

The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), intends to procure on a sole source basis from SiliconScapes, LLC, 330 Innovation Blvd Suite 302, State College, PA 16803-6611 the development of the Autonomous Robotics Engagement System (ARES) Combined Automated Anomaly Detection and Tracking Engine (CAADTE) system hardware prototype; which includes implementation of the Image Alignment, the Hybrid Compound Cascade Classifier (H3C), the Target Tracking system, and the Detection Manager in accordance with the attached SF18, Statement of Work, Contract Data Requirements List A0001 and A0002, and Data Item Description DI-SESS-80776A and DI-MISC-80508B.  SiliconScapes LLC is deemed to be the only vendor whose development capabilities and overall product meet the current Government needs based off of their hardware and software approach developed under their FY13-FY15 technical efforts.  

Please include shipping/freight cost for FOB destination Dahlgren, VA 22448-5114. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 12.  The order shall be firm fixed price.  

All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.

In order to be eligible for award, firms must be registered in the System for Award Management (SAM).  Offerors may obtain information on registration in SAM by calling 866-606-8220, or via the Internet at https://www.sam.gov .
