This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101, requiring the dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract and is not a request for competitive proposals. The statutory authority for this sole source procurement is prescribed by FAR 6.302-1.

DTRA has a requirement for AreaRAE Kit and intends to issue a sole source contract to All Safe Industries, Inc., under the authority of FAR 13.106-1(b)(1)(i). The government believes that All Safe Industries, Inc., is the only authorized GSA source capable of fully providing the following required AreaRAE Kit products and that no similar product exists that will satisfy the requirement.

1. Qty 1 Kit: AreaRae Pro Rapid Deployment Kit - wireless, transportable area monitor kit (including 4 separate but networked sensors) that can simultaneously detect toxic and combustible gases, volatile organic compounds, radiation and meteorological factors)

2. Qty 1 Kit: Long Range RAELink3 Mesh Modem Kit - remote monitoring long range mesh communications system that allows for real-time viewing of hazards allowing real time decisions to ensure the safety of on site personnel

3. Qty 1 Cylinder: 4-Gas Calibration Mix - required to ensure multi-sensor accuracy

4. Qty 1 Cylinder: Calibration Gas - isobutylene to ensure sensor accuracy

5. Qty 2 Pieces: Demand Flow Regulator - required for connection between calibration gas cylinders and kit monitor/meters

6. Qty 1 Kit: AreaRAE Rapid Deployment Host Kit - remote and monitoring controller with extended range antenna to gives real-time view of hazards allowing real time decisions to ensure the safety of on site personnel

The NAICS Code for this procurement is 334511.

The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13. Any other firm desiring consideration must fully demonstrate its capability, in writing, to provide the required items, no later than 22 December 2022 by 12 pm, MST. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
