The U.S. Army, Fort Carson, Colorado, intends to negotiate a sole-source purchase order with HPC Solutions for ArcSight Software for the Fort Carson Network Enterprise Center (NEC). ArcSight is a cyber security that provides big data security analytics and intelligence software for security information and event management and log management. ArcSight provides security event analysis and correlation. ArcSight identifies and prioritize security threats, organize and tracks incident response activities. ArcSight security information and event management gives complete visibility into activity across the LandWarNet IT infrastructure on Fort Carson. It enables the Regional Network Enterprise Center (RNEC) to collect, store and analyze data from any source to assess IT security. The system was originally purchased in 2007. An enterprise license was procured by Second Regional Cyber Center-Western Hemisphere (2RCC-WH). The RNEC is required to use ArcSight.
This is a sole source procurement under the Simplified Acquisition Procedures, and Other Than Full and Open Competition (FAR 13.106-1(b)(1)) and (FAR 13.501). THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES, however; any firm that believes it can meet the requirements may give written notification to the Contracting Officer by 3:00 p.m. Mountain Time on 20 September 2016. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed above. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. If no responses are received, the Government will proceed with the sole source negotiation. Responses are due 20 September 2016 3:00pm Mountain Time.
