The Defense Information Technology Contracting Organization (DITCO), Contracting Division, Net-Centric Services Branch, Hardware/Software Section (DITCO/PL8322), 2300 East Drive, Scott AFB IL 62225-5406, intends to issue a sole source contract to ArcSight, for the purchase of
(1) Software license: ArcSight Enterprise Security Manager (ESM) version 4 software, with unlimited connectors, with embedded Oracle runtime; licensed to run on 16 processor cores, (2) Appliance: ArcSight Logger L7100X, with unlimited devices, 100k events/second capacity
(3) Appliance: ArcSight Logger L7100X-HA, with unlimited devices, 100k events/second capacity, for high availability (redundant) implementation (2) Appliance: ArcSight Connector C5100, with unlimited devices, and one year of maintenance and support for all ArcSight software licenses and hardware purchased under this award. Sole source is required is due to ArcSight Corp. being the company that owns and develops the proprietary ArcSight ESM software on which DISA’s SIMs are based. Therefore, the only available brand of software and appliances that is compatible with DISA’s SIM is ArcSight. ArcSight is the only vendor that can provide unlimited-use licenses and heavily discounted “enterprise license” pricing; they do not allow their authorized resellers to do this.
Contract award cannot be made to any contractor not enrolled in the Department of Defense (DOD) Central Contractor Registration (CCR) program. The CCR website is http://www.ccr.gov.
