The Bureau of Alcohol, Tobacco & Firearms (ATF) intends to Award a fixed-price purchase order for ArcSight Logger Software Maintenance & Support. This is a combined synopsis/solicitation, request for quotation (RFQ) for Brand-Name commercial items prepared in accordance with (IAW) FAR Subpart 12.6, as supplemented with additional information included in this notice. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-69. The associated North American Industrial Classification System (NAICS) code for this procurement is 541519 with a small business size standard of $25.5M. This requirement is a Total Set-Aside for Service-Disabled Veteran-Owned Small Businesses and only qualified contractors may submit quotes for the below items.

The selected contractor must comply with the following commercial item terms and conditions: FAR 52.212-1, Instructions to Offerors - Commercial, 52.212-3, Offeror Representations and Certifications - Commercial Items, 52.212-4, Contract Terms and Conditions - Commercial Items, & 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items. Contractor must also be registered in the System for Award Management (SAM), www.SAM.gov, in order to receive an Award IAW FAR 52.204-7. The buyer will not seek additional information from the contractor after the closing/response date; therefore, contractors are responsible for ensuring all required quotation information is submitted prior to said date. Failure to comply with this buy term will cause the contractor's quote to not be considered 1) for award or 2) technically acceptable.

Interested contractors should submit questions pertaining to this RFQ, if any, no later than 5:00pm Eastern Standard Time on Tuesday, 9/24/13 in order to allow the Buyer time to respond.

The award will be made to a responsive contractor who submits all required submissions on time, whose past performance does not pose a risk to the Government, and whose quote is the Lowest-Price Technically Acceptable (LPTA), meaning the technical capabilities conform to the Government's listed specifications.  The quote should be on no more than 2 pages (8 1/2 x 11) & submitted via email to [email protected] no later than 4:30pm Eastern Standard Time on 9/25/13.

Failure to comply with the terms and conditions of this Buy may result in a contractor being determined as non-responsive.
