SOURCES SOUGHT NOTICE FOR MARKET RESEARCH ONLY - This notice does not constitute a solicitation announcement or restrict the Government to an ultimate acquisition approach and NO AWARD will occur from this notice. Responses to this Sources Sought notice will be used by the Government to make appropriate acquisition decisions.

The purpose of this notice is to gain knowledge of potentially qualified large AND small business sources to include small businesses in the following categories: Small Business, Small Disadvantaged Business, Certified HUBZone, Woman-Owned, and Service-Disabled Veteran-Owned.

Work could occur anywhere within the U.S. Army Corps of Engineers Ohio and Great Lakes Division.

Contractors shall demonstrate through professional registration, company and personnel resumes, executed examples, and supporting customer feedback documentation of the ability to provide Architect-Engineering (A-E) Services of the following activities:

Mechanical, Electrical, Civil, Structural, Geotechnical, Environmental, Hydrologic and Hydraulic Engineering; Architectural Design; and the necessary engineering support services such as building and civil information modeling (BIM/CIM) and CAD drafting, specification development, engineering surveys, engineering inspections, value engineering, scheduling, and cost estimating necessary to support the Pittsburgh District and other LRD organization’s mission, including the Inland Navigation Design Center (INDC). The mission areas include, but are not limited to, planning, designing, constructing, and operation and maintenance activities associated with navigation projects (locks and dams), flood control reservoirs and dams, local flood protection projects, aquatic ecosystem restoration, river basin studies, concept level designs, feasibility studies, rehabilitation studies, wastewater and sewage treatment facilities, water treatment and distribution facilities, and recreation and other facilities. 

The A-E shall provide the appropriate personnel, materials, equipment, management, quality and cost controls to perform all phases of engineering, environmental and architectural services to include, but not limited to, planning studies; engineering investigations; engineering inspections (Bridge, Hydraulic Steel Structures (HSS) , Dam, Levee, etc.); risk assessments; risk & reliability analysis; designs; reports; Design Documentation Reports (DDRs); construction plans and specifications; cost estimates; engineering support during construction (EDC); Computer-Aided  Drafting (CAD); building information model (BIM) and civil information modeling (CIM) development; construction consultation and inspection/quality assurance; flood damage reduction studies and designs; civil site; NPDES permits; ecosystem restoration; environmental compliance; stream bank erosion control; navigation improvements; scour and sediment modeling; additions and repairs to locks and dams; geotechnical investigations; levee and floodwall evaluation and design; and planning and design of waterfront and other recreation facilities. Work shall be accomplished in full compliance with established USACE manuals, policies, standards and practices and other professional practices and standards as necessitated by project conditions or job requirement. Building Information Modeling (BIM) and/or traditional CADD may be used for projects under this solicitation.    Capability for scanning hard copy into the CAD, 3D modeling design services, and producing products in these systems is also required. BIM/CIM and 3D modeling products shall include Autodesk Revit, Microstation, Inventor, Civil3D or other software as specified in each task order.  Traditional CAD deliverables shall include Microstation (DGN) or Autodesk Revit (RVT) files as specified in each task order. Work may require using the metric system. Construction cost estimating must be accomplished using the Micro-Computer Aided Cost Estimating System 2nd Generation (MII) software (or more current versions of the software).  All work shall be prepared to be compatible with MS Windows and all specifications shall use SPECSINTACT format.

The submission is limited to 15 pages (30 front & back), to include:

1. Contractor's name, DUNS number, address, point of contact, phone number, and email address

2. Contractor's interest in proposing on a solicitation, if issued

3. Contractor's capability to perform a contract of this complexity and examples of comparable work performed within the past 10 years based on the above criteria.

4. Describe the professional qualifications of your firm. Provide the number and qualifications of registered professional personnel in the key disciplines noted above.

5. Describe your firms' capacity to perform up to approximately $10,000,000.00 in work of the required type in a 1 year period and accomplish the anticipated work in an efficient and quality manner.

6. Verification of any Small Business Administration (SBA) certification(s), if applicable.
