The U.S. Army Corps of Engineers (USACE), Portland District (Corps) and Bonneville Power Administration (BPA), referred to as "the Agencies", are responsible for compliance with Section 106 of the National Historic Preservation Act (NHPA) under the terms of the 2009 System wide Programmatic Agreement (SWPA) for the management of Historic Properties affected by operation and maintenance of the Federal Columbia River Power System (FCRPS). The FCRPS Cultural Resource Program works closely with interested and affected tribes, State Historic Preservation Offices (SHPOs), and other agencies for cultural resource management in compliance with Section 106 of the NHPA. The study area includes the direct effects area of potential effect (APE) for Bonneville, The Dalles and John Day Projects, including areas within the ceded territory of the Confederated Tribes of the Warm Springs Reservation (CTWSRO).
The services in this acquisition directly support the Agencies' obligation to comply with Section 106 of the NHPA by identifying traditional cultural properties (TCPs) and historic properties of religious and cultural significance to tribes (HPRCSITs) through the gathering of oral history data regarding traditional use areas of the various tribes of the CTWSRO. This data will assist in establishing the traditional cultural context of archeological sites, hunting areas, fishing and gathering areas and other areas used by tribal members that fall within the established APE. The objective of this contract is to identify five tribal members with knowledge of the subject within the Bonneville Pool, conduct oral history interviews, and produce a report containing enough data to further assist the Agencies in their inventory and Section 106 compliance efforts.
This acquisition is intended to be sole sourced to Warm Springs Geo Visions, a solely owned and operated enterprise of the CTWSRO. Warm Springs Geo Visions is the CTWSRO's cultural resource managing entity and has oversite of all off reservation cultural resource NHPA compliance on behalf of the CTWSRO. Warm Springs Geo Visions are the only source authorized to represent and speak on behalf of the CTWSRO, as it pertains to the NHPA.
A SOLICITATION WILL NOT BE POSTED. The Government intends to proceed with this sole source action. The NAICS code is 541990- All Other Professional, Scientific, and Technical Services with a size standard of $15,000,000.00.
THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. All responsible sources may submit a capability statement to the contracting officer before the notice end date. If no affirmative written responses are received by 02:00 PM local time on 20 July 2018, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
