The Army Contracting Command -Aberdeen Proving Ground (ACC-APG) intends to solicit and award a sole source purchase order to Environmental Systems Research Institute, Inc., 380 New York Street, Redlands, CA 92373 under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will satisfy agency requirements. The proposed contract will be awarded on a firm fixed price basis. The North American Industry Classification System code is 511210 with a size standard of $38.5M.

4. ArcGIS Spatial Analyst for Desktop Concurrent Use Secondary Maintenance (GIS0400MS-A)
5. ArcGIS 3D Analyst for Desktop Concurrent Use Primary Maintenance (GIS0300MP-A)
6. ArcGIS 3D Analyst for Desktop Concurrent Use Secondary Maintenance (GIS0300MS-A)
7. ArcGIS Network Analyst for Desktop Concurrent Use Primary Maintenance (GIS1800MP-A)
8. ArcGIS Network Analyst for Desktop Concurrent Use Secondary Maintenance (GIS1800MS-A)
9. Esri Defense Mapping for Desktop Concurrent Use Maintenance (ALS002-A)
10. ArcGIS Image Extension for Server Enterprise Advanced Up to Four Cores Maintenance (GIS6200M-A)

Environmental Systems Research Institute (ESRI) is the Original Equip-Ament Manufacturer (OEM) for ArcGIS. They are the sole provider for technical support for the software and no other manufacturer is authorized as resellers.

This notice of intent is not a request for proposals or quotations. No solicitation package will be issued. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. All responses received 10 a.m. EST on 19 December 2017 will be considered by the Government. All information should support the offeror's capability to provide the supplies and services requested, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's capability to provide these supplies and services.
