NOTICE TO CONTRACTORS FOR THE Arcata Library Improvement (Accessibility Upgrades) Project Engineer’s Estimate ($140,000) (Base Bid) The City of Arcata is soliciting bids for WORK consisting of furnishing all labor, materials, equipment, incidentals and performing all work required to complete accessibility improvements at the Arcata Library including exterior sidewalk replacement and renovation of two bathrooms The project includes, but is not limited to: Selective lead and asbestos abatement. Demolition and replacement of exterior sidewalk and interior building components to improve accessibility to the facility. Interior components include selective demolition and replacement of existing walls, countertops, automated door closures, and existing bathrooms. The existing non-accessible drinking fountain will be replaced. Accessible height counters will be installed as well as fully accessible bathrooms including all fixtures and plumbing. A diaper changing room will also be framed and finished as part of these improvements. Electrical scope will include replacement of existing overhead light fixtures with lights that have a battery back up to meet current egress requirements.. A mandatory pre-bid meeting is scheduled for at 11:00 AM on Wednesday, September 4, 2024. Prospective bidders must arrive on time and shall sign in at all mandatory pre-bid meetings. Tardy attendees may be disqualified from bidding. The meeting will begin at the Arcata City Hall in the Council Chamber (736 “F” Street, Arcata, CA 95521), and may be followed by a project site walk-through. Sealed bids will be received by the City Manager’s Office, 736 F Street, Arcata, CA 95521, until the hour of 11:00 AM on Tuesday, September 24, 2024, at which time they will be transferred to the City Council Chamber where they will be publicly opened and read aloud by the City Engineer or his designated representative. Said bids will be referred to the Arcata City Council for consideration at their next regularly scheduled meeting on or after Wednesday, October 2, 2024. This CONTRACT is subject to State contract non-discrimination and compliance requirements pursuant to Government Code, Section 12990. The City of Arcata hereby notifies all bidders that it will affirmatively insure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, or national origin in consideration for an award. The above project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. Each contractor or subcontractor listed on the bid proposal must be registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5. City may not accept a Bid Proposal from or enter into the Contract with a bidder, without proof that the bidder is registered with the California Department of Industrial Relations. Pursuant to Section 1773 of the Labor Code, the Director of California Department of Industrial Relations has determined the general prevailing rate of wages. The prevailing rates are available online at http://www.dir.ca.gov/DLSR. Bidders should contact the Department of Industrial Relations at (415) 703-4281 for General Prevailing Wage Rates on specific job classifications. Future effective wage rates, which have been predetermined, are on file with the California Department of Industrial Relations. Bidders are advised that if they intend to use a craft or classification not on file in the general wage determinations, they may be required to pay the wage rate of that craft of classification most closely related to it as shown in the general determinations. The schedule of per diem wages is based upon a working day of eight hours. The rate for holiday and overtime work must be at least time and one-half. The Contract will be subject to compliance monitoring and enforcement by the DIR, under Labor Code § 1771.4. The above project is subject to uniform construction cost accounting procedures as set forth in the California Public Contracts Code, Section 22000 et seq., the Uniform Public Construction Cost Accounting Act. Pursuant to California Public Contracts Code Section 22300, CONTRACTOR may substitute securities in place of any funds retained by the City for WORK performed on this project. The City of Arcata reserves the right to reject any and all bids.
