NOTICE OF PROPOSED CONTRACT ACTION (NOPCA). The Cryptologic Systems Division Contracting Office at Lackland AFB intends to award, on a sole source basis, a Fixed Price contract for the repair of 10 each, AN/ARC-234 Receiver/Transmitter (RT-1825), NSN: 5821-01-490-7181CA, PN: 01-01685-005, to RAYTHEON SYSTEMS, 8333 Bryan Dairy Rd, Largo, FL 33777-1230, (CAGE: 00074), the Original Equipment Manufacturer (OEM). The proposed contract action is for repair services for which the Government intends to solicit and negotiate with only one source IAW 10 U.S.C. 2304(c)(1) as implemented by FAR 6302-1(a)(2), only one responsible source (except brand name). The Government intends to make an award by the end of July 2012. No technical data/drawings/Technical Orders are available. If a firm believes it is capable of meeting the Government's requirements, it may identify its interest and capability to the Contract Specialist within ten (10) days of this publication. Interested firms must indicate whether they are large, small, any socio-economic classifications, and whether they are U.S. or foreign owned. An ESC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution.
