I. SCOPE OF WORK

Professional services are required to deliver and update, as needed, FSI's existing course materials for its four day seminar on the Principles of Federal Appropriations Law. This four-day seminar is generally held up to six times a year on the FSI campus located in Arlington, Va. When there is sufficient demand, additional seminars may be scheduled at a time mutually convenient to the contractor and FSI. These additional seminars are not limited to the FSI campus and may require both domestic and international travel.

II. BACKGROUND,

Employees of the U.S. Department of State engaged in financial management, budgeting, accounting, and procurement activities are frequently faced with opportunities that require discretionary judgment to implement regulations appropriately. So that these employees may be better equipped to act within the spirit and the letter of the law, the Department wishes to provide these employees with a background in the principles of federal appropriations law. Additionally, this course has been reviewed by the American Council on Education (ACE) and has been awarded ACE College Credit Recommendation in 2012 and 2015.
