The United States Air Force, 375th Contracting Squadron, Scott AFB, Illinois 62225. This is a Sole Source synopsis published for informational purposes only. This proposed action is to purchase a one year non-Full Time Employee Service Agreement to provide a product, an Apollo Patient Simulator non-personal services, maintenance and repair on said item manufactured by Medical Education Technologies, Inc. (METI). METI originally manufactured patient manikin simulators. The government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1.
This proposed procurement will be a Sole Source under North American Industry Classification System Code (NAICS) 811219 is $20,500,000. The solicitation number is FA440718Q4008. Government requires the Apollo Patient Simulator maintenance and repair of the METI made Apollo Pre-hospital Patient Simulator. METI originally manufactured patient manikin simulators for one year. The only known source that can meet the Government's requirements is CAE Healthcare Inc., a wholly owned METI company.

The purchase is to provide patient manikin simulators required for critical care nurse's in-depth training of specialized skill sets of Expeditionary Medical Support (EMEDS) that enable all medical personnel to perform their specialized functions in austere downrange medical environments.

This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received within three days of this notice. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

The Department of Defense (DoD) has determined the Systems Award Management System (SAM) to be the single DoD registration for contractors who conduct business or who are interested in conducting business with the DoD. Contractors must be registered in SAM prior to award for solicitations issued after 21 May 1998.
