Description:

Fire Weather Program:

NOAA-ARL’s Atmospheric Turbulence and Diffusion Division conducts a targeted

variety of intensive campaigns to further the understanding of the carbon, water, and

energy balance in the atmospheric boundary layer. One of these upcoming field

campaigns is to support the forecasting of fire weather during field campaigns beginning

in fall 2023 and beyond that are funded as a component of the Infrastructure Investment

and Jobs Act (IIJA). These field campaigns will include the installation of at least four (4)

micrometeorological towers in the western US that will be outfitted with a suite of

meteorological instruments to sample rapid changes in subsurface, surface, and lower

atmospheric temperature, moisture, wind, etc. One of the required measurements are

measurements of land surface temperature. After considerable scientific planning and

collaboration among partners in the research community, we have determined that the

sensors from Apogee will be best suited to sample surface temperature at the towers

that we deploy.

UrbanNet Program:

UrbanNet is intended to be the urban reference equivalent to the U.S. Climate

Reference Network (USCRN); as such, the equipment requirements needed to match

that USCRN make it incumbent on us to select these particular instrument suites from

Apogee. We know of no other sources for compatible equipment that would allow us to

fulfill the mission requirements that UrbanNet has. Additionally, Apogee sensors are

among the reasonably priced ones for the quality that they bring to the table.

Items to be acquired

The Atmospheric Turbulence and Diffusion Division of NOAA seeks to purchase various

Apogee instruments for use in several programs.

The proposed contract action is for equipment for which the Government intends to solicit and negotiate with only one source under authority of FAR 13.106-1(b)(1)(i), Compatibility to existing network, systems or equipment. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals.
