****NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1) with Aerial Imaging Solutions LLC to purchase an APO-42 Octocopter System with two (2) gimbals and two (2) Ground Stations.
****The sole source determination is based on the National Oceanic and Atmospheric Administration's (NOAA), National Marine Fisheries Services (NMFS), need to purchase an APO-42 Octocopter System with two (2) gimbals and two (2) Ground Stations. The Aerial Imaging solutions aircraft come with unique proprietary software. Aerial Imaging Solutions LLC has unique experience in aerial imaging and protected species in the marine environment. The system must be completely compatible with the electronics and support equipment currently in the NOAA fleet 11 APH-22 aircraft. This aircraft that Aerial Imaging Solutions has written the proprietary firmware now provided with the flight controller and navigation controller boards that enable these systems to operate from shore, or from boats or ships. In addition the gimbals and laser altimeter interface are unique to Aerial Imaging solutions aircraft. There are no other vendors making consumer level aircraft for the marine environment usage that meet the specific mission requirements for NOAA/NMFS.
***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide the space and service as described that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
