The USDA, Animal and Plant Health Inspection Service (APHIS), Wildlife Services located in Guam has an upcoming requirement to procure fully refined paraffin wax used in the manufacturing of feed blocks for use in servicing of Brown Tree Snake (BTS) traps located in Guam and islands of the Commonwealth of the Northern Marianas. The requirement will be for a 5 year Indefinite Delivery Indefinite Quantity (IDIQ) supply contract. APHIS is seeking interested sources to provide an estimated minimum 13,200 lbs. per year of paraffin wax to Wildlife Services Guam facility. The wax must have the following compositions and properties:

Melting point: 125-170 degrees F
Flash Point: > 455 degrees
Density: @ 25 degrees C: 0.90 g/ml
Viscosity@ 100 degrees C: (CST): 3.5-8.0

Generic name: Paraffin wax
Odor: None

The North American Industry Classification System (NAICS) code is 324110 with a small business size standard of 1500^4 employees. This is not a request for proposals, but instead market research to determine interested sources prior to issuing the solicitation. The purpose of this Sources Sought Notice is to obtain an indication of interest and to obtain capability information of those interested sources. A determination by the Government on the method of competing this requirement has not been established. The Government will not award a contract based on this Sources Sought Notice, the information received, nor reimburse participants for the information they provide. If you are an interested concern, please provide the following information: 1.) Business name and Point of Contact; 2.) DUNS number; 3.) Indication of business size (large or small), and small business status if applicable (ie. HUBZone or SDVOSB); 4.)Statement of capabilities detailing whether they are the manufacturer or supplier. If you are a supplier please provide information detailing whether the paraffin wax you supply is from a small or large business manufacturer.

Responses to the announcement will be used to determine acquisition strategy (e.g., small business set-aside, full and open competition). This announcement does not commit the Government to award of a contract. No contract award may be made based on the responses as this sources sought notice is for informational purposes only. Information provided will not be used as a part of any subsequent solicitation requirement. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. A determination by the Government not to compete this proposed contract action based on this notice is solely within the discretion of the Government.
