The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Pacific Islands Fisheries Science Center (PIFSC) intends to award, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Aerial Imaging Solutions for the procurement of three (3) APH-22 Hexacopter Systems designed to conduct unmanned aerial imaging surveys of marine mammals.

The sole source determination is based on National Oceanic & Atmospheric Administration's
(NOAA) requirement that Aerial Imaging Solutions (AIS) is the only vendor that has a hexacopter that can be integrated with our existing APH-22 system, communicates with our existing ground stations, has the parts that are interchangeable, and currently holds an airworthiness certificate from NOAA Aircraft Operations Center (AOC). The APH-22 system meets our requirements for safely operating in remote areas or from small vessels, and is able to calibrate its stabilization systems from a moving platform to achieve the required accuracy and precision needed for aerial still and video photography.

The Government intends to negotiate a firm fixed price contract with the period of performance commencing approximately one year from the award date. The NAICS code for this procurement is 334419 with a corresponding size standard in number of 750 employees. This Special Notice is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing. Submissions are due no later than March 10, 2017 at 1:00 p.m. HST, Honolulu, HI. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
