full and open competition basis this requirement. This requirement is sole sourced to Big Top Manufacturing, 3255 N US 19 Perry, Florida 32347 due to unique capability. This notice of intent is not a request for competitive proposals as it has been previously solicited. The purpose of this synopsis is to account for the open market nature of the installation and shipping.
