The Naval Air Warfare Center - Aircraft Division Lakehurst, NJ, under the authority of 10 USC 2304(c)(1), FAR 6.302-1, intends to award a Firm-Fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ) contract, on a sole-source basis, to Cobham Aerospace Communications (Chelton Avionics, Inc.), Prescott, AZ (CAGE: 1WZE2) for the manufacture of up to nineteen (19) APCO RT-7000 radio systems which will be comprised of the following components provided in the table below:

The Naval Air Warfare Center Aircraft Division AIRWorks C-27J Missionization Upgrade Project Team has been tasked by the United States Coast Guard to procure APCO RT-7000 radio systems which will be used to convert C-27J Cargo Aircraft into HC-27J Maritime Patrol Aircraft by installing up to nineteen (19) separate systems/subsystems, thereby providing the vehicle with missionization capabilities to perform enhanced medium range surveillance and logistical missions.  Cobham Aerospace Communications (Chelton Avionics, Inc. DBA Wulfsberg Electronics) is the Original Equipment Manufacturer of the APCO RT-7000 radio system.  The transceiver system is integrated with the United States Coast Guard Minotaur Mission System Software.  Cobham is the only responsible source and no other supplies or services will satisfy agency requirements.  An adequate purchase description or other information suitable to solicit through full and open competition has not been developed.  Cobham is the only source that is capable of providing the above items to the same form, fit and function that is compatible with the existing configurations. 

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.  However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis.  Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration.  A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.  Information provided herein is subject to change and in no way binds the Government to solicit an award of a contract.
