This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Request for Quote (RFQ) # HSFEMW-12-Q-0002, is for the purchase of APC Maintenance services for the Federal Emergency Management Agency (FEMA) located at Mt. Weather, VA 20135-2006. The maintenance encompasses ten (10) APC FM Series 35-50 Computer Room Air Conditioning with outside Units and four (4) APC Symmetra PX 80kW UPS.
The period of performance will be one (1) year from date of award with four (4) option years.
The Mt. Weather Emergency Operations Center is a controlled-access installation. Contractor employees proposed to perform maintenance/require access must receive a favorable police records check and be U.S. citizens.
This procurement is a small business set-aside.
The NAICS code is 238220.
It is anticipated that only one award will result from this solicitation via the issuance of a purchase order for commercial services. Only APC-certified offerors will be considered for award.
The provision at FAR 52.212-1, Instructions to Offerors - Commercial Item, applies to this acquisition. The provision at FAR 52.212-2, Evaluation - Commercial Items, applies to this acquisition.
BASIS OF AWARD: The Government will make award to the responsible/responsive offeror whose offer will be most advantageous to the Government based on lowest price/technically acceptable factors. The following criteria must be met in order to be technically acceptable:
1) Offeror shall demonstrate that they are an APC-certified service partner.
PRICE: Offeror shall propose firm-fixed pricing to provide services as outlined in this solicitation. Pricing must be broken down by base and option periods and reflect a total price for the entire base plus options period. Price proposals will be evaluated for price realism and reasonableness.
Offerors are to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, with their response if the offeror has completed the annual respresentations and certifications electronically at http://orca.bpn.gov. If the offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete paragraphs (b) through (k) of the provision.

RESPONSE SUBMISSION: Written responses to this RFQ must be received no later than 1100 Hrs local time on Wednesday, November 30th, 2011. The Offeror shall submit their proposal electronically to [email protected]. Hand deliveries will not be accepted under any circumstances due to security concerns.
