NASA/Goddard Space Flight Center (GSFC) plans to issue a Request for Proposal (RFP) for the Atmosphere Observing System – Storm Spacecraft Study procurement in support of the AOS Project, Code 425.

The AOS Storm Spacecraft Study is being procured as a component of the larger AOS procurement. The purpose of the study is to provide insight into flight-proven spacecraft that will support mission implementation, with particular attention to developmental maturity, flight heritage, and compatibility with the payload.

The scope of work for the study contract includes studying compatibility of available spacecraft with mission requirements; on-orbit performance history of relevant spacecraft; commercial safety and mission assurance processes and practices; commercial system engineering processes and practices; observatory integration and commercial environmental testing practices; and mission operations capability.  The intent of the study is to better inform the government as to the viability and risks associated with the requirements and proposed solution. The study results will be used to improve the technical and programmatic requirements in a potential spacecraft flight development Request for Proposal (RFP). 

NASA GSFC is not requesting proposals at this time.

It is anticipated that the subject acquisition will be a full and open competition resulting in a Firm Fixed Price (FFP) definitive contract.

The Government does not intend to acquire a commercial item using FAR Part 12.

The NAICS Code and Size Standard are 541715 with a size standard of 1,000 employees.

The anticipated release date of the RFP is on or about July 29th, 2024, with an anticipated offer due date of or about August 29th, 2024.

All responsible sources may submit an offer which shall be considered by the agency.

Requestion for Information (RFI) option: If a contractor would prefer not to submit a proposal as part of this AOS Storm Spacecraft Study procurement, the Government is open to innovative concepts and feedback on its technical requirements for future consideration. For the RFI option, complete the attached questionnaire. Submission of this information should be sent to Yolanda Williams via e-mail at [email protected]. Any information submitted via this RFI option will not be considered for award of the AOS Storm Spacecraft Study procurement but will be considered by the Government if a future development procurement is released. The due date for RFI submissions is 30 days after the RFP posting on Sams.gov.
