The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to enter into negotiations on a non-competitive basis with Raytheon Company, Marlborough, MA. The Government intends to procure initial and replenishment spare parts for the AN/TPN-31A Air Traffic Navigation Integration and Coordination systems (ATNAVICS) under the authority of 10 USC 2304(c)(1), FAR 6.302-1, as Raytheon Company is the original equipment manufacturer (OEM) and sole source distributor of the AN/TPN-31A spare equipment at this time. The Government does not own any data, drawings, or other specifications to permit full and open competition. This notice of intent is not a request for competitive proposals; however, the government will consider all responses received to this notice. A determination by the government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
