Request for Information: Subject to final approval, The Department of the Treasury's Bureau of the Public Debt (BPD), on behalf of the Alcohol and Tobacco Tax and Trade Bureau (TTB), intends to negotiate a sole-source procurement with Anton Paar USA, Inc. for an Alcolyzer Wine - Laboratory NIR Analyzer in Beltsville, MD. The Government intends to award a fixed price.

Mission: TTB's mission is to collect alcohol and tobacco excise taxes; to ensure that these products are labeled, advertised, and marketed in accordance with the law; to administer the laws and regulations in a manner that protects the consumer and revenue, and promotes voluntary compliance.

Nature and Description of Action: The Alcohol and Tobacco Tax and Trade Bureau's Beverage Alcohol Laboratory currently uses distillation/densitometer or GC method for alcohol determination in wines. Anton Paar's Alcolyzer Wine utilizes Near Infrared (NIR) technology to measure the alcohol content. The instrument will shorten and automate analysis of wine samples considerably.

A sole source to Anton Paar USA, Inc. is intended for this order, based on the fact that they are the manufacturer and supplier of the equipment. No other known source has these capabilities.

No solicitation document is available. The Bureau of the Public Debt will consider all affirmative responses received no later than September 17, 2009 at 2:00pm ET. Affirmative responses shall be accompanied by sufficient documentation to clearly show the ability to provide the requirement. A request for more information will not be considered an affirmative response. If no affirmative written response is received that clearly demonstrates the ability to meet all the requirements and that is more advantageous to the Government, we intend to negotiate a sole-source award to Anton Paar.
