NOTICE OF INTENT TO SOLE SOURCE. The Centers for Disease Control and Prevention (CDC), National Center for Emerging and Zoonotic Infectious Diseases (NCEZID), Division of Vector-Borne Diseases (DVBD), intents to negotiate and issue a sole source award to Genscript USA Incorporated for the purchase of 1) Antigen production from Baculovirus plasmids provided by the CDC 2) Purification of the antigen, and 3) Production of custom monoclonal antibodies to these antigens.

Genscript's BacuVance Standard Package (SC 1258) is specifically designed to work with customer's experimental protocols guaranting monoclonal antibody within 2-3 months using their proprietary adjuvant for antibody production in mice.  This product guarantees 3-5 antibody clones.  Genscript is the only identified source that can provide this product at the level of quality and within the timeframe deemed necessary.  The CDC intends to negotiate this requirement under the authority of FAR 13.106-1(b)(1). This sole source procurement will be awarded as a simplified acquisition in accordance with FAR Part 12 and Subpart 13.

This notice of intent is not a request for competitive proposals. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. Responsible parties that believe they possess the expertise and capabilities to satisfy this requirement should submit a capabilities statement demonstrating their ability to meet this requirement. All responses should be received by 1:00 p.m. eastern standard time on September 2, 2011. All responses must be in writing, no more than ten (10) pages, and can be sent via email to [email protected]. All vendors must be registered in the Central Contractors Registry (CCR) prior to award of a federal contract. Registration information can be found at CCR's website www.ccr.gov.

The Government will review all capability statements submitted and determine if any other qualified sources exist that could provide this requirement. Information received in response will be used solely for the purpose of determining whether to conduct a competitive procurement.
