Naval Surface Warfare Center, Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD), Indian Head, Maryland, intends to issue a Firm Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) supply contract as a SOLE SOURCE to Barber Nichols, Inc. 6325 W. 55th Avenue Arvada, CO 80002, Cage Code 57377. This procurement is to fabricate, test, and inspect Anti-Torpedo Torpedo (ATT) Prototype Fleet Hardware and Testing Hardware to support the Containerized Anti-Torpedo (CAT) Program. Barber Nichols is currently the only source that has provided highly specialized equipment and assembly kits and ATT EDM-2 warhead hardware sets meeting all requirements which include performance, environmental, and safety tests that is fully qualified for use in the fleet. The contract ordering period shall be 60 months. Contract will include stepladder quantities of 1 through 87 with a total maximum quantity of 435 for the ordering period. Delivery schedule will be specified in each individual delivery order. The NAICS Code is 334511, employee size standard 1250, FSC code is 1355. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is NOT a request for competitive proposals. Vendors who feel capable of providing the services referenced above shall fully identify their capabilities to provide the stated hardware within 10 days after publication of this synopsis. The solicitation number must be in all notice responses.
