The NAVSEA Program Executive Office (PEO) Submarines (SUB), Undersea Defensive Systems Program Office (PMS-415) intends to provide Government Furnished Information (GFI) including technical data associated with future solicitation N00253-19-R-0001 for AN/SLQ-25E "NIXIE" requirements. The solicitation does not exist at this time; additional information on when and where the solicitation will be posted will be provided at a later date through FedBizOpps. Prior to release of the complete solicitation, GFI will be provided as it becomes available for informational market research purposes only in accordance with FAR 10.001(a)(2)(ii). UNCLASSIFIED documents will be made available via AMRDEC Safe Access File Exchange (SAFE). Note that all provided GFI documents should be considered draft information.
How to Receive GFI Documents:
In order to receive the incrementally provided GFI documents, please review the attached DD Form 254 and review, sign, and submit the attached Terms of Use Agreement (TOUO) to: [email protected] with copy to [email protected]. Interested parties should also provide a company profile within the e-mail to include the following:

Upon the receipt of the signed TOUA and requested information, the requestor will be vetted through an internal process. The requestor will be notified once they clear the vetting process, and each incremental set of documents will be automatically sent via AMRDEC as they become available.
How to Submit a Response to GFI documents received:
Respondents to this RFI should provide their response in .pdf or a Microsoft Office 2010 Compatible format. All responses are requested within forty-five (45) calendar days of receiving a document package. UNCLASSIFIED responses shall be submitted via e-mail only (no telephone inquiries or paper submits) to [email protected] with copy to [email protected] ONLY.
Considering the draft documents, respondents are requested to provide information on any of the following:
I. Provide comments, feedback, and questions on the RFI data package as a whole and address any gaps, issues, or concerns based on the information provided.
II. Identify any questions or concerns based on the provided RFI data package. Identify any contract requirements or documents that are confusing, cost prohibitive, or present a high risk based on the delivery schedule and/or production requirements. Recommend actions to address the concerns by providing alternative requirements or approaches.
III. Identify any questions or concerns with the draft drawing packages provided. Identify any missing, incomplete, confusing, or cost prohibitive items within the drawing packages that present a high risk to the overall production effort. Describe any risks or concerns associated with using the provided drawing package(s) for a build-to-print effort.
IV. Address any concerns with an anticipated timeline based on a 12 to 18-month delivery schedule. Identify any concerns related to obsolete components and/or long lead items and the overall impact on delivery schedule.

Naval Undersea Warfare Division Newport (NUWCDIVNPT) will host an Industry Day on March 27, 2018 at 9:00am (EST) to provide interested parties with technical information and solicit feedback on the AN/SLQ-25E "NIXIE" requirements. This will be a competitive solicitation with a tentative projected award of January 2020. At this time, it is anticipated that the solicitation will be open only to U.S. Primes. The incumbent is ArgonST (NAVSEA contract N00024-12-D-6216).
The Industry Day will be held at the NUWCDIVNPT Building 80 Gymnasium, Newport, RI, 02842.
Interested attendees must pre-register by e-mail to Ms. Stephannie K. Cyr at: [email protected]. Please provide the individual's name, company, phone, and e-mail address. Seating is limited to the first 275 participants who RSVP. The Government intends to publish a list of attendees to encourage subcontracting opportunities. Registrations will be accepted until 12:00 Noon (EST) on March 26, 2018.
Interested parties may submit questions, inquiries, or other communications prior to Industry Day, utilizing the attached form/survey. Questions may be submitted to Mr. Robert Watson at [email protected]. The Government may answer questions at Industry Day, post answers on Federal Business Opportunities (FBO), or both. Questions may be submitted without registered attendance at the event.
The NUWCDIVNPT Building 80 Gymnasium is located outside of the NUWC Main Gate, so Visit Requests are not required. However, a NAVSEA Badge, Common Access Card (CAC), military ID, or state driver's license will be required at Registration. Check-In starts at 8:00am and the presentation will begin promptly at 9:00am.
The Government has decided to conduct one-on-one meetings with Industry in the afternoon, following the morning presentations. During Check In, between 8:00am and 9:00am, Industry will be invited to sign up on a first come first serve basis for an afternoon one-on-one meeting with the Government. One-on-one meetings will begin after Government presentations and go as long as necessary to accommodate all participants. Meetings will be no longer than 10 minutes. The meetings will not be a dialogue, but rather an opportunity for Industry to present any information it deems relevant to the acquisition to Government personnel. Government personnel will not answer questions during the one-on-one meetings.
Any information or ideas shared during this Industry Day may be used to develop AN/SLQ-25E technical and acquisition documents. This is NOT a Request for Proposals. NO SOLICITATION DOCUMENTS EXIST AT THIS TIME. The government will NOT assume any liability for any contractor expenses incurred for responding to this notice, or attending Industry Day.
NOTE 1: Parking is limited; we encourage participants to car pool if possible.
NOTE 2: The Undersea Diner will be providing coffee service on a cash basis.
