INVITATION TO BID DEPARTMENT OF BUILDINGS AND GENERAL SERVICES STATE OF VERMONT Contractors are invited to bid on the Front Line Rearing Ponds Improvements Project for the Agency of Natural Resources, Department of Fish and Wildlife at the Fish Culture Station, at 110 Hatchery Road, in Bennington, Vermont. This project consists of, but is not limited to: The project will consist of constructing new concrete training walls around each of the 4 front line rearing ponds, replacing 3 concrete water level control structures between the ponds and repairing the concrete apron at the outlet of the concrete raceways immediately upstream of the front line rearing ponds. The 3 new concrete water level control structures will include new drains for each pond to be connected to the main drainpipe for the hatchery facility. The new concrete training walls, replacement water level control structures and drains are to improve operations and maintenance of the ponds. The existing concrete apron at the outlet of the concrete raceways is in very poor condition and in need of repair. In addition, the project will include a new bypass system and drain for the concrete headbox at the upstream end of the existing concrete raceways to improve operations and maintenance of the headbox. The project will also include erosion prevention and sediment control measures, cofferdams and control of water systems, piping, valves, earthwork and all other appurtenances and incidental work necessary to complete the project. STATE SECURITY PROCEDURES: Please be advised extra time will be needed when visiting and/or delivering information to State of Vermont offices. All individuals visiting State offices must present a valid government issued photo ID when entering the facility. i. During the pendency of the State emergency relating to Covid-19, State office buildings may be locked or otherwise closed to the public. If this RFP permits hand delivery of bids, delivery instructions will be posted at the entrance to the State facility. U.S. MAIL: Bidders are cautioned that it is their responsibility to originate the mailing of bids in sufficient time to ensure bids are received and time stamped by the Office of Purchasing & Contracting prior to the time of the bid opening. ii. EXPRESS DELIVERY: If bids are being sent via an express delivery service, be certain that the RFP designation is clearly shown on the outside of the delivery envelope or box. CONSTRUCTION CONTRACTOR EVALUATION FORM: The Department of Buildings and General Services (BGS) may require contractor evaluations on construction projects over $100,000 or at the discretion of the BGS Director. Evaluations will be used to compile contractor’s performance on BGS projects to provide a history and assessment of the contractor’s performance. 6.
