The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a non-competitive basis with EDO Manufacturing, of Thousand Oaks, CA for the procurement of one (1) Radar Signal Simulator P/N FT0100-3 for the base year with four (4) IDIQ ordering periods with the ability to order up to four additional units during the five (5) year IDIQ for the MQ-4C (BAMS) Program.

The Government intends to procure the above items under the authority of 10 USC 3204 (c) (1), FAR 6.302-1. The Government does not anticipate procuring data rights and competitive drawing package for this effort as the Original Equipment Manufacturer (OEM) is unwilling to sell their data rights. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government, not to open the requirement to competition based upon the response to this notice, is solely within the discretion of the Government.
