3.0 SCOPE OF SERVICES The provisions contained in this section are intended to be cooperative with, to supplement, or to modify Instructions to Bidders and Terms and Conditions. In case of any conflict with such sections, the intent of any kind and all Technical Specifications shall govern. 3.1 Purpose The purpose of the contract will be to provide security services for both employees and patrons of the Library District to work and do business. This includes the interior and exterior of the Library properties. 3.2 General Requirements The following schedule will be observed for the Headquarters Library (401 East University Avenue; Gainesville; FL): 3.2.1 Hours listed are inclusive of non-paid breaks Monday 9:30 a.m. – 8 p.m. = 10.5 hours Tuesday 9:30 a.m. – 8 p.m. = 10.5 hours Wednesday 9:30 a.m. – 8 p.m. = 10.5 hours Thursday 9:30 a.m. – 8 p.m. = 10.5 hours Friday 9:30 a.m. - 6 p.m. = 8.5 hours Saturday 9:30 a.m. - 5 p.m. = 7.5 hours Sunday 12:00 p.m. - 5 p.m. = 5 hours 3.2.2 The Security Guard service provider shall not exceed, and will not be paid for hours exceeding 69.5 hours per week, without prior approval by the Alachua County Facilities Manager. The District reserves the right to modify these hours during the life of this contract. 3.2.3 Thirty-minute non-paid lunch each day and thirty-minute non-paid dinner breaks Monday through Thursday. A thirty-minute, non-paid lunch break for Friday and Saturday. 3.2.4 No guns will be required or allowed. 3.2.5 Uniforms are required. 3.2.6 All of the Security Contractor's employees must be bonded. The bond shall provide fidelity coverage for employee theft and to cover any equipment damaged caused by the Security Contractor's employees. The minimum coverage limit shall be $2,500.00. 3.2.7 The Security Guard must be able to monitor the Security Systems. 3.2.8 Security Guard must be responsible for the keys to the Headquarters Library; if the keys are lost it will be the responsibility of the Security Service provider, at their expense, to re-key all library buildings. 3.2.9 The Security Guard must perform security functions with disruptive persons, must clear persons form the building and inspect windows and doors for building shutdown. The attached security schedule for the Headquarters Library must be followed. 3.2.10 The Security Contractor shall provide one supervisor for the Library District operation. This supervisor must be available on demand to handle situations or problems created by the Security Guard on Duty. This supervisor must also provide back up for the Security Guard on Duty. 3.2.11 The Security Contractor should provide a training center for continuous training of employees. Classes in public relations, handling disruptive persons, security building inspections and interpersonal skills should be offered.
