This is a notice of intent and not a request for competitive quotes. A solicitation document will not be issued and quotations will not be requested.

The National Institute of Health, Clinical Center intends to award a one year fixed price purchase order to Life Technologies Corporation, Carlsbad CA, 92008-7313, on a sole source basis to procure reagents and testing kits that has been quality controlled for use on the existing government owned 3730xl instrumentation for the Human Leukocyte Antigen (HLA) laboratory of the Clinical Center.


Life Technologies is the sole manufacturer for the HLA SeCore ® sequencing product assay and associated proprietary uType ® HLA Analysis Software. The comprehensive system of instruments and consumables is necessary to produce a complete typing result. The acquisition of reagents and kits are needed to perform high resolution testing for transplant patients and donors who must both be matched for peripheral blood stem cell and cord blood transplants. Life Technologies is the only known vendor who can supply the necessary products listed in the Attachment, Schedule of Supplies. The quantity provided for the items in the schedule is only an estimate. The government reserves the option for increased quantity under the authority of 52.217-6. The total amount of the purchase order shall not exceed the simplified acquisition threshold.

This acquisition is being conducted using policies unique to the acquisition of commercial items prescribed in FAR Part 12, in conjunction with the policies and procedures for the competition requirements of Part 6. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
