SUBJECT: Announcement Regarding a Request for Information (RFI) for Concepts and Solutions Addressing Missile Warning Risk Mitigation for the Operationally Responsive Space Office

The Government will be issuing a classified RFI on or around 23 December 2009. The Government will be inviting all missile warning sensor and system developers qualified to deliver the capabilities specified in the RFI to respond. The classification of the RFI will be at the SECRET level.

The classified RFI will be available to potential respondents on or around 23 December 2009. Interested parties should contact the SMC/XRDE POCs to verify SIPRnet access. The primary means of distribution for the RFI is through SIPRnet. If recipients do not have access to SIPRnet they need to coordinate an alternate means to receive the RFI. All respondents requesting the RFI will undergo verification of proper security clearance levels to receive the RFI.

The Government will be requesting a white paper in response to the RFI. The responses may be classified up to the TS/SCI level and shall adhere to the applicable security guidance documentation for classification, marking, handling and distribution.

Responses from small business and small, disadvantaged business firms, businesses are highly encouraged. For the purposes of this acquisition firms that fill this requirement typically fall under a 541712 NAICS code. Firms responding should indicate if they are a small business, a socially and economically disadvantaged business, 8(a) firms, historically black colleges or universities, and minority institutions.

The Government is planning that submissions be delivered early to mid-January 2010. Details of the submission requirements will be contained in the classified RFI.
