The Centers for Disease Control and Prevention (CDC), Poxvirus and Rabies Branch intends to procure annotated genomic sequences from 150-250 genomes of the submitted Poxvirus sequences from The Department of Biochemistry and Microbiology of the University of victoria (DBMUV) under the authority of FAR 13.106-1(b)(1), Only One Responsible Source and No Other Supplies or Services will satisfy agency requirements. The reference number for this requirement is 2012-46628 and should be in the subject line of any associated correspondence. The North American Industry Classification System (NAICS) code for this requirement is 541712 Research and Development Physical, Engineering, Life Sciences and the size standard is 500 employees. This is not a request for competitive proposals, nor is a solicitation available. Justification for other than full and open competition is considered due to the fact that DBMUV has the proprietary rights and is the sole entity to provide several specific software programs developed by DBMUV. Note 22 applies herein. The statutory authority permitting other-than-full-and-open competition is 41 U.S.C., 253(c)(1): FAR 8.404-6(f).
