The Uniformed Services University of the Health and Sciences (USUHS) intends to negotiate on a sole source basis under the authority of FAR 13.106-1 (2) (b) (1), with Engler Engineering Corporation, Hiaeah, FL for eight ADS-1000 anesthesia machines. This item is being procured as a commercial item in accordance with the procedures in FAR Pt. 12, Acquisition of Commercial Items, and FAR Pt 13, Simplified Acquisition Procedures. Engler is the manufacturer of the ADS-1000 and is the only company able to provide the equipment needed for veterinary patients and not for human use. These machines are equipped with an automatic computer controlled vaporizer specifically for animal use only and will be used to maintain the variables of ongoing research protocols at the University. The machines will further enhance the level of anesthesia regulations of oxygen and Isoflurane capabilities for over 300 veterinary patients used annually. This is required by Title nine of the Animal Welfare Act and the Guide for the Care and Use of Laboratory Animals as a means to alleviate pain and distress in all veterinary patients.
