The F6B robots are the only OPNAV approved J04 EOD Table Of Allowance (TOA) robots available that are compatible with existing MK-3 Andros robots currently on hand at EODESU ONE.
The command currently has MK-3 Andros robots. The F6B robots grant 19 different position presets, allowing the robot operator to rapidly manipulate the robot into required positions with the single press of a button, greatly reducing the time required to accomplish render safe procedures. Upgraded camera systems give the team the ability to operate in low-light and no-light conditions, as well as more accurately gather intelligence from IEDs prior to performing render safe procedures. All other robots do not use technology that interfaces with the robots currently on hand. In accordance with FAR 6.302-1, and in conjunction with the Explosive Ordnance Disposal Expeditionary Support Unit Oneââ¬â¢s standardization program, only this specific make and model of technical equipment will satisfy Explosive Ordnance Disposal Expeditionary Support Unit Oneââ¬â¢s need for additional robots or replacement items.
Only one source is available to provide the requested robots. The robots are commercial items. Commercial procedures as outlined in FAR 12 and 13.5 are applicable. This notice constitutes a Request for Quotations. No other solicitation will be issued. The closing time and date is 12:00 P.M. (PST), Tuesday, 28 June 2011. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Other brand names are not sought because any deviation from this brand name manufacturer would cost the Navy substantial amount of money in converting existing systems, not to mention the additional cost to re- training thousands of sailors on a new system.
Interested parties may identify their interest and capability to respond to the requirement and will be advised as to how to submit their product(s) for future evaluation. This notice of intent is not a request for competitive quotations. However, all quotations received by the closing date of the Request for Quotation set forth above will be considered by the Government. A determination by the Government not to compete this proposed contract based upon a response to this notice is solely within the discretion of the Government.
