The Naval Air Systems Command (NAVAIR), Air Combat Electronics Program (PMA 209), Patuxent River, MD intends to negotiate and award a Cost-Plus Fixed Fee Delivery Order under Basic Ordering Agreement (BOA) N00421-17-G-0003 to Collins Aerospace, 400 Collins Rd NE, Cedar Rapids, Ia. 52498 for AN/ARN 153 TACAN Radio P/N 622-8149-008 testing for the T-45 Program.

This acquisition is being pursued on a sole-source basis under the authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1, “only one responsible source and no other supplies or services will satisfy agency requirements.”  Collins Aerospace maintains the expertise for AN/ARN 153 TACAN Radio equipment.  Collins Aerospace possesses the requisite knowledge of the designs, operation, and maintenance required to satisfy the Government’s needs.

This synopsis is not a Request for Proposal.  The Government does not intend to fund the development or qualification of other sources for fulfilling this requirement. All responsible sources may submit a capability statement, which shall be considered by the agency.
