The Naval Air Systems Command intends to issue an order under Basic Ordering Agreement (BOA) N00019-08-G-0013 with Raytheon Integrated Defense Systems (RIDS), Portsmouth, Rhode Island for support of the AN/AQS 22 Airborne Low Frequency Sonar (ALFS) system to include the non-recurring and recurring engineering needed for the retrofit of 17 ALFS systems and submission of formal engineering change proposals. This action is being awarded on a sole source basis to Raytheon in accordance with FAR 6.302-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements" because, as the sole manufacturer and developer of the H-60 ALFS system, RIDS is the only known source with the technical data, knowledge and technical experience necessary to perform these efforts within the time frame required to meet the Government's needs. This notice of intent is not a request for competitive proposals, however,
responsible sources may submit a capability statement, which will be
considered by NAVAIR.
