The Naval Air Systems Command (NAVAIR) intends to award a sole source IDIQ contract with firm fixed price orders to BAE Systems Information and Electronic Systems Integration of Greenlawn, New York (BAE), for the FY 20-24 production and delivery of AN/APX-117A(V), AN/APX-118A(V), and AN/APX-123A(V) Common Identification Friend or Foe (IFF) Digital Transponder (CXP) Systems and associated equipment. The applicable NAICS Code is 334511, "Search, Detection, Navigation, Guidance, Aeronautical and Nautical System and Instrument Manufacturing". This requirement includes production, test, and delivery of AN/APX-117/118A(V) systems, Mode 5 capable APX-123A(V) systems, Mode 5 retrofit kits with the attendant installations, Shop Replaceable Assemblies (SRAs) including Receiver/Transmitters, Remote Control Units, Power Supplies, and/or Mounts, related logistics and engineering support services associated with production including support for weapons system platform integration, repairs-incident-to modification (RIM), and technical data for the US Navy and Foreign Military Sales (FMS). The FY20 basic contract will procure total quantities of up to 20 AN/APX-117A(V)s, 10 AN/APX-118A(V)s, 372 AN/APX-123A(V)s, 271 Mode 5 Kits, 270
SRAs, and RIM. The FY20-23 Options will contain pricing for up to 80 AN/APX-117s, 40 AN/APX-118s, 933 AN/APX-123s, 732 Mode 5 Kits, 646 SRAs, and RIM. The quantities listed above are approximations and may be increased if funding permits. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements". BAE Systems is the original designer, developer, and manufacturer of the AN/APX-117/118A(V) and APX-123A(V) systems and BAE maintains full ownership and control of the associated technical data packages (TDP). Without access to the TDPs, the Government anticipates that the additional non-recurring development and testing costs required for qualifying other sources of supply would result in significant duplication of cost and unacceptable delays of approximately five years. This delay would have a direct impact on the fleet fielding of the capability. As such, BAE Systems is the only company with the unique knowledge, experience, special skills, facilities, manufacturing techniques, and technical data to perform this effort.
