The Naval Air Systems Command intends to issue a sole-source procurement to the Raytheon Company, Space and Airborne Systems in El Segundo, CA for Contractor Engineering and Technical Services (CETS) technical representatives (Tech Reps) for support of the AN/APG-79(V) Active Electronically Scanned Array (AESA) Radar system installed in the F/A-18E/F and EA-18G weapons systems ashore and afloat. The AESA Original Equipment Manufacturer, Raytheon, is uniquely qualified to perform this work since they are the sole AN/APG-79 manufacturer and have retained the technical data and expertise to support critical fleet schedule requirements. CETS support will be provided on site at various deployed locations as well as at various Test and Evaluation sites in CONUS. The Navy intends to negotiate this as a sole source firm fixed price delivery order to the F/A-18 & EA-18G Basic Ordering Agreement with Raytheon. Award of the delivery order will be made with authority under FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.
This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and submit technical information and a technical capability statement in response to this notice. Responses without a return address, mailing address, and company telephone number will not be recognized. No phone calls will be accepted. Proprietary data in the responses will be protected where so designated. Offerors must be registered in the Central Contractor Registration (CCR) database to be eligible for contract award or payment from any DoD activity. A determination not to compete this proposed effort based on responses to this notice is solely within the discretion of the Government.
