The Virginia Contracting Activity intends to issue a follow-on award to SPARTA Inc. The contract will be made on a sole source basis in accordance with FAR Part 13 - Simplified Acquisition Procedures and 13.501(a) - Sole source acquisitions. This notice is issued for information purposes only and is NOT a request for competitive quotes.

The contractor shall be involved in the design, organize, develop, and execute wargames, facilitate and participate in wargaming strategic planning processes, and recommend, develop, and facilitate awareness of and access to, both internal and external to the federal government, potential beneficial models/tools/methodologies/processes to support wargaming. In addition, the contractor shall coordinate and facilitate analytical working group meetings, prepare after action reviews, briefings, reports, and memoranda.

The vendor has specific expertise, skill-set and experience to support the Gaming efforts not available from other sources. The Contractor is familiar with the unique mission of DIA and has an understanding of the organizational issues, missions, goals and strategic direction.

Pursuant to FAR 6.302-1 the Government intends to solicit and negotiate with only one source. Any interested party should submit statement of capabilities in sufficient detail to determine if the requirements of this notice can be met, no later than 5 days of this announcement.

A determination by the Government not to compete the proposed contract based on responses from this notice is solely within the discretion of the Government.

Information received will normally be considered solely for the purposes of determining whether to conduct a competitive requirement.
