THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY.

The Centers for Disease Control and Prevention (CDC), National Center for Chronic Disease Prevention and Health Promotion (NCCDPHP), Office on Smoking and Health (OSH) contemplates award of a Firm Fixed Price Sole Source Contract to Alere Wellbeing, Seattle, WA. The work shall be performed at the Contractor's facility. The Period of Performance shall be twelve months. The North American Industrial Classification Standards (NAICS) Code is 541690 and Standard Business Size of $14 Million.

The sole source award will be conducted in accordance with FAR Part 13.106-1(b)(1); only one source is reasonably available due to proprietary data and no other supplies or services will satisfy agency requirement.

The purpose of this procurement is to acquire data and analysis of demographic characteristics, quit plans, quit attempts, and short-term quit rates of smokers calling state quitlines during the 2012 CDC "Tips from Former Smokers" National Tobacco Education Campaign. The data and analysis will aid CDC in assessing the impact of the campaign on the outcomes and the extent to which state quitlines motivated smokers who called quitlines during the campaign.

Alere Wellbeing is the only entity that has the capacity to provide the necessary data and analysis required for this project. Alere Wellbeing currently provides telephone-based cessation service for 27 states. No other quitline service provides telephone cessation services for as many states as Alere Wellbeing. In addition, Alere Wellbeing is the only quitline service provider to support state quitline services in all geographic regions of the United States. Data across all regions is required by OSH because demographics, smoking rates and patterns, and state tobacco control and cessation activities vary widely across the United States in ways that are expected to influence the results of the analysis. The 27 state quitlines that Alere serves are geographically diverse and contain large underserved minority populations who have less access to cessation services. As a result, Alere is the only entity that has the ability to conduct this analysis since Alere is the exclusive owner of the necessary data to conduct the analysis.

CDC is not requesting competitive proposals and no solicitation is available. Firms that believe they can provide the services required are encouraged to identify themselves and give written notification to the Contracting Officer no later than 8:00 AM Eastern Standard Time, by August 23, 2012. Determination not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Respondents will assume all financial costs for preparing a response to this notice. The U.S. Government assumes no financial obligation for the preparation and distribution of prepared responses.
