This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Mammal Laboratory located in Seattle, WA on a sole source basis with North Gulf Oceanic Society (NGOS). The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Proposed contract is for an analysis of genetic samples from pilot whales and sperm whales in order to examine the social and foraging ecology of deep diving odontocetes. The proposed study is to take place in the Great Bahama Canyon allowing comparison of the behavioral ecology of these species in an area of high sonar use at the Atlantic Undersea Test and Evaluation Center (AUTEC) with surrounding low disturbance areas in the canyon. The North Gulf Oceanic Society has an active collaboration with the Bahamas Marine Mammal Research Organization (BMMRO), and because of this collaboration, NGOS is the only organization that has been granted access to these genetic samples of pilot whales and sperm whale collected by BMMRO. The North American Industry Classification System Code (NAICS) of this procurement is 541690 with a small business size standard of $14.0M. The Government intends to negotiate a firm fixed price contract with period of performance commencing approximately Aug 1, 2012 through July 31, 2013. It is the Government's belief that only the North Gulf Oceanic Society can complete this project. This notice represents the only official notice. This notice of intent is not a request for competitive proposals; however, all submittals received by the due set forth in this notice will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
