THIS IS NOT A NOTICE OF SOLICITAITON ISSUANCE. The Naval Air Systems Command (NAVAIR) intends to award a Delivery Order to fill a Foreign Military Sale (FMS) for Finland and Switzerland under BOA N00019-16-G-0003 for ALQ-165(V) Airborne Self-Protection Jammer (ASPJ) to Harris Corp. on a sole-source basis for the purchase of Common Pre-Amplifiers.  The BOA Delivery Order period of performance is 21 months. This action is being awarded on a sole source basis to Exelis, Inc. in accordance with FAR 6.302-1. Exelis, Inc. is the only qualified source which possesses the detailed knowledge of the ALQ165 (V) design to allow them to perform these efforts in a timely and cost effective manner. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
